LA Renewal Weekly · Week of Oct 3, 2026
From the Ground Up. Two forces defined the week: real homecomings and real guardrails. Six La Viña families moved back in, and the state signed a three-year shield against speculators. We also look hard at the money — the ~$550K gap many owners face and a support program that just ran dry — and a County program that can cut your cost and review time. Let's build. 🧱

Six La Viña families are home again
1 min read
Six Altadena families who lost their homes in the Eaton Fire moved back into rebuilt houses in September — six months after breaking ground. Working together with Brookfield Residential on turnkey designs matched to each lot, all six finished on or under budget, and the first plan-check step dropped from about 4–6 months to 45–60 days. (La Viña lost 52 of its roughly 272 homes.)
🧭 Rebuild Roadmap
Newsom signs the "Keep Altadena Land in Altadena Hands Act" (SB 1090)
3 min read
Signed Sept 30, SB 1090 pauses — for three years — the state fast-track that lets builders split a burned single-family lot into as many as ten homes, to keep speculators from carving up lots before residents return. It applies to applications filed Oct 1, 2026 through Jan 1, 2030; importantly, ADUs and owner lot-splits are still allowed, so it doesn't block homeowners from rebuilding.
💵 Insurance & Money
Mind the gap: the real cost of rebuilding
4 min read
A USC Dornsife field study puts hard numbers on the squeeze: reconstruction has jumped from roughly $300–$400 per square foot before the fire to $500–$700 after — but insurance was written against the old number. A CalMatters survey it cites found the typical Altadena homeowner is short about $550,000 after their payout. Plan that gap early, and harden for any insurance discounts.
Heads-up: disaster case-management funding ran out Sept 30

Sept 30 marked the funding end of the Disaster Case Management Program (DCMP), which survived September only on state dollars while waiting for FEMA to release promised funds. Advocates say continued support is uncertain — if you were relying on a case manager, line up current resources now and reach out; we'll help you find them.
🔥 Build Smart, Build Safe
Build smarter: pre-approved plans cut cost and review time
3 min read
LA County's Pre-Approved Standard Plans program lets Eaton and Palisades owners rebuild "more efficiently, safely, and affordably": the benefits it lists are a shortened review timeframe, a predictable review process, and reduced design cost, with every plan built to comply with current zoning and the Building, Residential and Green codes. A free Canibuild AI portal shows what actually fits your specific lot before you hire anyone.
